Singapore has raised several public housing and Executive Condominium income ceilings. The change is particularly relevant to households earning between the previous and revised limits.

The visuals below show what changed, which income groups are most affected and which housing options may now be worth comparing.

HDB & EC Income Ceilings: Before vs Now

HDB and Executive Condominium income ceilings before and after 24 August 2026

The revised income ceilings widen the housing options available to some households that previously exceeded the applicable limits.

The HDB changes apply to eligible households submitting an HDB Flat Eligibility letter application from 24 August 2026. The revised EC ceiling applies only to qualifying new EC units.

What Does the $16,000 HDB Ceiling Actually Cover?

The $16,000 figure is not a blanket income ceiling for every HDB resale purchase.

New HDB Flat

$16,000

Eligible families buying a new subsidised HDB flat.

Resale + CPF Grant

$16,000

Eligible families buying a resale flat with the CPF Housing Grant.

HDB Housing Loan

$16,000

Eligible families seeking an HDB housing loan for a new or resale flat.

For eligible resale HDB purchases without grants, there is generally no blanket income ceiling on the purchase itself. Income limits may instead affect grants, HDB financing or specific schemes.

Which Income Band Are You In?

The policy change matters most to households whose income falls between the previous and revised limits.

Income is only one eligibility criterion. Citizenship, family nucleus, property ownership, previous housing subsidies and other conditions may still apply.

Important: Not Every EC Gets the $18,000 Ceiling

If your household earns between $16,000 and $18,000, do not assume that every EC currently available for sale falls under the revised ceiling.

Check the eligibility conditions for the specific EC development before visiting the showflat or committing to a purchase.

HDB vs EC vs Private Condo

For households newly affected by the revised income ceilings, the decision may now involve comparing three different housing routes.

This is a general comparison rather than a recommendation. Actual projects can differ significantly in price, location, layout, tenure, restrictions and future resale potential.

More Ballot Chances for Families With Children

The August 2026 announcement also included additional support for first-timer families with children or expecting children.

From February 2027

First-timer families with or expecting children will receive one additional ballot chance for each Singapore Citizen child aged 18 and below for BTO and Sale of Balance Flats applications.

For eligible young families, this may affect whether it makes more sense to wait for a subsidised HDB flat or buy a resale, EC or private property instead.

What Should Buyers Do?

1

Check Eligibility

Confirm whether the revised HDB or EC ceiling actually applies to your intended purchase.

2

Calculate Affordability

Work out available cash, CPF, loan amount and transaction costs.

3

Compare Property Types

Compare HDB, EC and private property based on your long-term plans rather than maximum borrowing capacity.

The Key Point

The higher income ceilings do not mean buyers should automatically spend more.

Their real value is that some households now have an additional housing pathway to compare.

A household earning $15,000 may now be able to consider certain subsidised HDB routes alongside an EC or private condominium, while a household earning $17,000 may now qualify for certain future EC projects.

Housing rules determine what you may be eligible to buy. Your finances, housing needs and long-term plans should determine which option makes sense. Agent W Perspective

The most important part of this policy change is the extra choice it creates for households around the previous income thresholds.

If your household earns between $14,000 and $18,000, it is worth reassessing your housing options before assuming that private property is your only route.

I would compare eligibility, upfront cash and CPF, mortgage commitment, ownership restrictions and your likely holding period before deciding between HDB, EC and private property.
