Can I Keep My HDB and Buy a Condo in Singapore?
Many HDB owners wonder if they can retain their current flat and purchase a private condominium. The answer depends on your MOP, citizenship status, affordability, ABSD cost and long-term property strategy.

Check your MOP first
You generally need to fulfil your HDB Minimum Occupation Period before buying private residential property.
Understand ABSD
Keeping your HDB while buying a condo usually means the condo is treated as your second residential property.
Review your risk
Owning both properties can create stronger asset exposure, but also higher cash, loan and holding commitments.
Quick Answer
For many Singapore Citizen HDB owners, it may be possible to keep the HDB flat and buy a private condo after fulfilling the HDB Minimum Occupation Period.
However, this does not mean it is always the best financial move. The biggest issues are ABSD, cash requirement, loan eligibility, CPF usage, monthly holding cost and whether the HDB flat should remain part of your long-term plan.
The First Question: Have You Fulfilled Your MOP?
Before considering a condo purchase, HDB owners should first check whether their Minimum Occupation Period has been fulfilled. If the MOP has not been met, buying private residential property can create serious compliance issues.
This is why the first step is not viewing condos. The first step is confirming your eligibility, ownership structure and timeline.
The Second Question: Are You Ready for ABSD?
If you retain your HDB and purchase a condo, the condo will usually be treated as an additional residential property. This means Additional Buyer's Stamp Duty may become a major upfront cost.
For Singapore Citizens buying a second residential property, the ABSD rate is currently 20%. For Singapore Permanent Residents, foreigners and entities, the applicable rates differ. Always confirm the latest stamp duty treatment before committing.
Keeping Your HDB: Why Some Owners Consider It
But These Risks Must Be Considered
A Simple Decision Framework
Keeping Both May Work If
- • Your MOP has been fulfilled
- • You have strong cash reserves
- • You can manage ABSD comfortably
- • Your loan eligibility remains healthy
- • You have a clear rental or holding strategy
Selling the HDB May Be Better If
- • You need sale proceeds for the condo
- • You want to avoid second-property ABSD
- • You prefer lower monthly commitments
- • Your borrowing power is limited
- • You want a cleaner upgrading plan
Example Scenario
A couple owns a 4-room HDB and has already fulfilled the MOP. They are considering buying a condo while keeping the HDB for future rental income.
On paper, this may sound attractive. But before committing, they need to calculate the condo down payment, BSD, ABSD, legal fees, loan amount, monthly instalments, HDB holding cost and emergency buffer.
If the ABSD and monthly commitments reduce their cash safety too much, selling the HDB first may still be the more prudent route.
Common Mistakes to Avoid
Only Looking at Rental Income
Rental income can help, but owners must also consider vacancy risk, maintenance cost, property tax and interest rates.
Underestimating ABSD
ABSD can be a very large upfront cost. It should be calculated before viewing or committing to a condo.
Ignoring Cash Flow Stress
Owning two properties may look strong on paper but can feel stressful if monthly obligations are too high.
Not Comparing Against Selling First
Sometimes selling the HDB provides a cleaner, safer and more flexible upgrading pathway.
